Hey guys I'm looking to start my second build., well first ACTUAL build.  I bought a complete upper for my first, so for this one I want to put together everything.
I'm planning to do a 14.5" with a pinned brake, but I want the rail to go up to the brake, with a low pro gas block underneath.  I'm not sure what this build would be called maybe a recce? I dont know though because its a 14.5.  I have a 16" carbine right now and I dont want to get into all the bs for a sbr, so I think this is the route I want to take.  So my questions are;
Are there certain gas blocks that I should stick with that will fit under most rails?
Which rails would be best for this...DD, Spikes, Troy, etc?
What do I need to attach the rail and barrel to the upper? I dont think I need a delta ring, but what do I need?
Do I have to cut a gas tube for a 14.5 carbine, or are they made to the right size?

My first build is a delton upper with a stag lower and lpk, this one I want to be a more high quality build....spikes,bcm, etc..should I get a bcm barrel or is there something better to look into?

This is what I want the upper to look like...similar doesnt have to be exact.

Most low profile gas blocks will fit under most handguards.

I think quad rails are a waste of money for most users, so I can't help you there.  That said, if I had to get a quad rail, it'd probably be a LaRue or DD based on their reputations for quality.  I prefer modular free float tubes such as the Samson Evolution as they are generally lighter, narrower, and more comfortable than typical quad rails.

The barrel slides into the upper receiver and is secured by a barrel nut.  Some rails use standard AR-15 barrel nuts, others use proprietary barrel nuts.  Most manufacturers have the installation instructions for their rails on their websites, or there are installation threads here on Arfcom (search using Google), or there are installation videos on Youtube.

Gas tubes length is determined by gas system length, not barrel length.  That is, any gun that uses a carbine length gas system will use a carbine length gas tube, regardless of barrel length.  

BCM makes fine barrels.  Depending on your expectations and the role of the rifle, you might consider something else.  You mention a Recce style rifle, so you'll probably want something capable of better accuracy than the typical 4150 14.5" chrome lined barrel.  Check out BCM's stainless barrels, as well as the Rainier Arms Select and Ultra Match barrels.

Thanks for the help strat....but let me make sure....so I only need a barrel nut to attach the barrel to the upper if I'm using a ff rail, but the rail may come with a barrel nut?  This is the part that confuses me.

Some rails come with their own barrel nut.  They should specify if they do or not.

If they do not then you will need to buy a stock barrel nut to secure the barrel to the upper receiver.  Hope this helps...

If I get a bcg (or just the bolt) from the same manufacturer as the barrel, I DO NOT need to headspace, is this right?

Headspace is generally only an issue with worn barrels and bolts.  

For example, if you swapped the bolts out of brand new Stag, Colt, Noveske, BCM, and Spike's rifles, they should all headspace properly. You might run into problems if those guns had 20k rounds through them though.

If you have a few thousand rounds through your current gun and are concerned, pick up some headspace gauges or see if a local smith can do it for you for a reasonable price.

I kinda figured you meant the kx3 but I cant have those naughty flash suppressors in CT.  I think a battlecomp 1.5 will look good on the end of it though   I'm pretty sure they are legal in ct because they're not considered a flash hider.   Do you or anyone know what that rail in the pic is?
