To begin with, yes I know they are legal, but here comes the question, can a person drill out the hole for the fire control group, and than give it to another person to finish drilling the holes for like the selector switch, and the trigger hole, and would it still be legal. I mean it's still just a hunk of aluminum until you drill out those parts or would that be 90% complete?
