I have conducted searches in ARFCOM and read my ATF Federal Firearms Regulations Guide front to back and I can't find the rule that specifies the legality of the "80%" build. I have purchased 3 wonderful forged "paperweights" from DS Arms and am anxious to convert them into something more useful!

Do you mind taking a few pictures of the DSA 80%s? Barring that do you mind describing its over all quality and level of machining?

I don't believe there is a general rule for consumption by the public. It's between each 80% seller and the BATFE and usually the seller will have his letter posted after he has sent a sample to the feds to be OK'd.

I think as close as you can get to a general  pronouncement is on the BATFE site "reaffirming" that AR15 lowers can't have the fire control pocket milled out, else they qualify as a firearm and can only be transfered via a FFL.

There is NO machining, it is a bare forging with no macine work done. For a pic, go to http://www.dsarms.com/ and look under "lowers". It looks good to me!

Those are referred to as 0% lowers. As stated the 80% thing is between the BATF and the manufacture.
You are free to build your own guns as long as you can own a gun, and you are building a legal gun (no M-16’s and such).

I see your earlier thread now. As Vader said in both threads, you have a 0% lower, as the ad states. It would cut down on the confusion if you would refer to it that way when you post questions.

As for the information I *think* you're looking for, there was a page on the old ATF site that dealt in a general way with making your own gun, but that page isn't on the new improved ATF site.

I imagine the "Always Think Forfeiture" folks didn't see any reason to waste bandwidth telling people how not to pay taxes and purposefully left it off their new site.

Sorry for the confusion concerning 0 vs 80%, I thought the generic term for receiver you finished yourself was "80%". Thanks for the help.
