Just built my first 9mm. But it isn't ejecting with hand cycling.  It's a NFA upper, lower and bolt from runner runner..haven't made a trip to the range yet,

Any tips or tweaks that I'm missing?

it sounds like the ejector is off.
what I did was pull off the buffer tube so I could hold the bolt in place and see where the ejector hit along the case face.

Check the alignment of your ejector with the bolt as other have said.  Even though my ejector is in perfect alignment, I have never had reliable ejection of empty cases when hand cycling.  Loaded rounds and dummies eject fine.  I do have completely reliable and proper ejection of empties when firing though.

Mine barely did. I took it to the range and shot it and it flings them about 15 feet.  I'd fire a round before messing with anything

Still not ejecting with hand cycling.  Hopefully I can get in some range time this weekend to see what's up.

Are you sharply cycling the bolt to the rear? If no.....ejection will be very anemic......you can slowly cycle a 5.56...it has a spring loaded ejector.....not so much with a blowback 9mm.
