I have an idea for an AR-15 modification but I don't know if it would be legal or not. Its something that I would like to patent and possibly market. Where is a good source for determining the legality of my concept?

Design and patent it first.

second contact BATF concerning the product idea with blueprints and explain what it does.  

If legal market it on ARFCOM or sell the idea to a company.

Thanks for the information but I would really like to know where I can find documentaion that shows the actual definitions of what makes an AR-15 pistol a "pistol" and the restrictions on its design. I have checked the ATF website but I had no luck. Should I just contact the ATF by phone or is there another source? I have contacted them before about another matter and they acted like they weren't there to answer my questions about gun laws.

There is only one definition of pistol and it's in the National Firearms Act of 1934.  All the restrictions that exist are there and in the Gun Control Act of 1968 and ultimately in the codified versions of the Internal Revenue Code and Federal Codes.  

The definition is very simple and plain English.  Where it gets complicated is that definition in relation to all the other definitions that exist and how they interplay with each other.  The most vague one being AOW, any other weapon, which is the catch all for anything the ATF or Justice Dept doesn't like.  

That being said, as long has your design fits within this definition and in none of the others, it's legal.  

Pistol. A weapon originally designed, made, and intended to fire a projectile (bullet) from one or more barrels when held in one hand, and having (a) a chamber(s) as an integral part(s) of, or permanently aligned with, the bore(s); and (b) a short stock designed to be gripped by one hand and at an angle to and extending below the line of the bore(s).
