I understand that uppers are unregulated. However,the state of California has different laws than most states regarding ARs. I want to sell a complete upper to an individual there,but I want to see the fine print first. Can any CAs help me out?

I live in CA and have purchased numerous uppers.  Upper sales to CA are A-ok, they are not regulated at all.  

The only thing that is regulated are lower receivers, they have to "off list" in CA; CA bans "assault weapons" by make and model, so there is a master list of AWs that haven't been updated since 2000; anything that is not named specifically on the list is A-ok too.

Legal, approved, fixed-magazine lowers are available for sale here, and they can legally accept any non-NFA upper receiver (meaning: no SBRs).  No restrictions on the importing or sale of uppers.
