when building an ar is there anything that needs to be done as far as paperwork? Other then the obvious form/nics check when you buy the stripped lower? Anything that needs to be completed once it's assembled?

nope, only the paperwork for the transfer of the lower receiver.
Nothing else is a controlled item.

To be on the thorough side of things, the Federal Government doesn't require anything specific for a non-NFA build, your state may
have additional requirements though. Most don't, I think a few do though, I don't know about MN...

Do pay attention to barrel length. It must be 16" if it's a rifle... Or else it's an SBR and subject to NFA rules.

And some states have handgun restrictions if you might build an AR pistol.

You can buy a stripped lower from person to person without ANY paperwork ... at least in my state.

Only when you buy from a shop or at a gun show do they make you fill out a form. Some people won't sell weapons or lowers to anyone unless through a transfer, but that is NOT required by law.
