I'm sure this is a silly question but can you have a pistol upper shipped to your house just like a rifle upper or does it have to be registered, paperwork for anything, etc.?

If you have a lower that has been made into a rifle (EVER IN ITS EXISTENCE, EVER), you can be said to have a constructive intent to produce a SBR if you have an upper that is shorter than the 16" length, and do not possess another registered firearm that it could mate to (sbr, machinegun), or also do not have a lower that is capable of legally being a pistol.
Therefore, I would go get a NIB stripped lower so that you can be sure it was never made into a rifle, (they are cheap) and use that as the basis for your pistol. |

The stripped lower receiver is 'the weapon'. The rest is just parts. An entire weapon excluding the stripped lower receiver can be mailed directly to your door.
As recommended above, it is considered "safe" to first obtain the lower receiver and then you will be righteous. As stated earlier, if you are currently in possession of an AR-15 rifle (or rifle lower receiver) and a short barreled upper receiver then you could be in possession of an unregistered SBR (short barreled rifle). Then again, when was the last time BATF came knocking on your door? That's why I said "safe & righteous". When you buy a lower receiver or have one transferred to you ... make sure it is transferred to you as 'other'. You do NOT want it transferred to you as 'rifle'. |
