I have a 1999 Colt 6551 20" HBR Match Target rifle. It seems the butt stock is working loose. I noticed today while at the range the stock has some side to side play and it was causing my shots to wander around on the paper. It's not tight against the upper reviver.

My question is how to tighten up the stock and buffer tube on the A2 style set up? I know how on my adjustable stocks but just can't seem to figure this out as I don't want to damage anything.

You probably have to take the stock off the buffer tube.  Take a large flat blade screwdriver, the bigger the better and remove the upper screw from the buttstock. It may be a little tight because it should have thread locker on it.

Once you remove the screw, the A2 stock slides right off the buffer tube.  Be very careful that you don't lose the spring and detent out the back of the stock, it's for the selector.  Once you have the stock off, you should have a metal or plastic washer in the back of the stock, that is the A2 stock spacer.  Take all that off and you can then use a big crescent wrench to tighten the buffer tube to the receiver.  You can use whatever flavor of thread locker if you like but snugging it up ought to do the trick.  

Then place the A2 stock spacer on the buffer tube, slide the stock on the tube, make sure you don't crimp the spring for the selector and tighten the upper stock screw.

VOILA you just tightened up your A2 stock.

Of course if the buffer tube comes off the back of the receiver you have to slightly modify your game plan.  Grab the buffer tube with something and unscrew the stock screw, then reassemble correctly.

the top screw on the buttplate will tighten the stock to the receiver extention (buffer tube).  If that doesn't work, the rec. ext. may be loose on the lower.  If that's the case you can remove the stock (careful not to lose the takedown spring and detent) and tighten the rec. ext.
