Float the barrel.

         Spending some money on a name brand barrel isn't a guarantee but it is a step in the right direction.
          If one is building a match gun for such use as service rifle one of the big name barrel makers can supply a wonderful barrel (at a pretty big premium of course).

         
        A match trigger actually does not make the gun any more accurate but it allows you to fire it more consistently for a more accurate result.
        If this gun is to have a scope a higher quality glass and a high quality mount system (rigid and solid) will work better than something of lesser quality.

Thanks for those tips.

Is there anything specifically when assembling the barrel onto the upper that will help?  Like a certain torque?  Or some technique?

(I know there's a torque range, but  I guess what I'm trying to ask is if there are specific install techniques that make one rifle more accurate than the next).

The only thing I have seen is lapping the upper receiver to ensure that it is true.  Torque should not have any affect (provided between 30-80 ft lbs).
