I just got an aimpoint and i hear that it needs a riser...
does it need to be raised to clear the front sight?
or simply to cowitness with the BUIS?
Is there any way to mount it properly really cheaply, e.g. 40 bucks or less?

Just played with this question with RR AR15 with flat top receiver, standard front sight and ARMS BUIS rear sight.
Aimpoint with ARMS 22M68 mount alone will place red dot just about on top of front sight post. Looks like co-witness.
With Full spacer, raises red dot so that it is above the front sight post.
The sight picture for the "fixed" sights is in lower third of the Aimpoint and can be used, but will not distract the shooter who is using the "floating" red dot.

No.

You will need and ARMS 22M68 ($90-100) and a full spacer ($10) or Cantilever spacer ($30).  Or you can use a GG&G, PRI or KAC mount for $150-180.

The Aimpoint QD mount can usually be found for $60-80 used and may be your cheapest option.

The Aimpoint QRP with spacer will probably be the cheapest high quality mount. I used one for years with zero problems.

While selecting between the two sights (EOTECH v AIMPOINT), the total cost differential is deceptively large.  The Aimpoint sight only costs ~$50 more ($400 v $350) but you need an expensive mount (mount is built in on the EOTECH).  All told, the Aimpoint is ~$150 more due to this ($500 v $350).

will a riser mount give me a co witness in the middle of the tube or not?

The reason i just bought an aimpoint is the lack of paralax.  from what i understand, wherever the dot is, whatever the angle of your head, thats where the bullet goes.

so in reality, all these fancy scopes simply center the iron sights in the scope.  but any riser mount would allow for a cowitness.

am i right here?

Since it hasn't been mentioned yet, I'll point out that it needs a riser so that it is high enough to use without crushing your cheek into the stock.  The iron sights are as tall as they are for a reason and any optics you choose need to be about the same height as the irons.  Whether you raise the Aimpoint to the height as the irons for cowitnessing or higher is a personal choice, but unless you lost your cheekbones in some wierd accident you really can't go any lower.
