I have been looking at whether to build or buy.

The best price I can come up with building is:
$136.56 stripped lower local dealer (includes sales tax)
$582.96 del-ton upper witha dpms 1:7 chrome lined barrel m4 feed ramps std LPK including shipping

Total: $719.52 w/o sights or magazines, cleaning kit, case, etc

Local dealer has a dpms m4 style for $873 including sales tax, with removeable carry handle, m4 stock, 2-30 rd mags, sling, cleaning kit, and hard case.

Is the del-ton gonna be a better rifle?  I have considered ordering a complete rifle online but I can't find a dealer that would transfer it in without charging me an arm and a leg

Try the Tennessee Hometown Forum and ask for some help there in locating an FFL who won't rape you on the transfer.

After you add a quality rear sight to the DELTON/DPMS you at or over $800.00

For $615.90 you can get a complete CMMG A3 Upper with detachable carry handle.

And for $265.90 you can get a CMMG Lower with Standard LPK and 6 position stock

That's $881.80 plus 24 for shipping plus probably 25 for a transfer once you find the right FFL.

$930.00 total and worth the extra cash if you ask me.

And that is for a new rifle.  So here's an even better deal for you.  CMMG BARGAIN BIN UPPERS

These are used midlength rifles with a new barrel, BCG, LPK, buffer and spring. for only $625.00.  They may have some finish wear but it's an AR not a prom date so who cares if it doesn't look perfect.

This only my opinon, some will disagree some will not.  My advice is worth what you paid for it.

Review on above setup from Midwayusa:

Review:
I love this upper. I have a full match bull upper and wanted something more compact but did not want to sacrifice much in the accuracy department. Tight fit on my Olympic Arms lower, but it fits fine, just tight. Mounted the little Millett red dot sight and proceeded to shoot 1.5 inch groups at 100 yards, with 4 shots typically in 1/2 inch or so. Not bad with a 3-4 MOA dot! Shot a little better with a 4x Leupold scope. Shot 69g and 52g MatchKings equally well. Looks like with load development this barrel will do well less than 1 inch. Had to use high rings (Burris rings) as the flat top is too low for regular ring height. Machining is very nice. Note the chambering is for 5.56 not .223, but it still shoots my .223 handloads quite well. Heavy barrel keeps muzzle rise well under control and balances nicely for steady off hand holding. I am glad I got this upper. Now if I can figure out how to get a front sling mount on it, it should make a great woods rifle.

I would be inclined to say get the complete rifle. Buying a complete upper is not really building anyway....IMO, the CMMG bargain bin rifle would be the best option.

You can't seriously be recommending that can you?  $270 bucks for an Olympic lower?    You can get a lower from many quality manufacturers for equal or lesser price.  Ok, I will stop now before I begin to rant.

OP please do some research before you follow any advise on here, especially the advise above.

Search the E and E. Get the best parts you can afford and brew your own. You will be much happier and if you can follow simple instructions, you can assemble it better than some of the moneys at the major manufacturers. For instance, here is a build I am currently working on:
J and T HBAR Chrome Lined 1-9" $200
Lower from local dealer $120
Stag / CMT LPK ~$65
Stag / CMT Milspec buttstock kit ~$75
Stag /CMT Upper $99
RRA BCG $99 (on sale)
Charging Handle locally $15

Total Cost $673 plus a bit of shipping costs. I recently bought a Colt 1-9 chrome lined barrel of the E and E for $200 shipped. Deals are there if you have the patience to wait and choose the parts you want. I will be posting a thread soon about all the M4s I am building. I am stocking up for Hillary's election by piecing together M4s from the E and E. So far, I have 5 carbines in the works

Can I just buy the CMMG bargain bin rifle as an upper?

Seems like a pretty swell deal.

Don't forget that a stripped lower is just that...stripped.  I'd recommend the Superior Arms complete lower for $200 shipped through Kiser Munitions.  I bought that and a Stag complete upper from Rainier Arms for $490 shipped.  You can get mags for $10 each at a gunshop and a hard case for $20.  I'd recommend you make your own cleaning kit as the bundled ones usually have more stuff than you need or something you will end up replacing after 2 uses.

No, not just as an upper, complete rifle or nothing.  And it is a sweet deal
