Mounting my arms #17 mount for my Surefire M952.
My question is should the lever be super tight, so tight that I could barely release it when attached to KAC M4 RAS.

Is this adjustable, am I doing something wrong?

The ARMS levers are not adjustable and have been known to break.

I suggest you try and sell it and get a LaRue.

Check and see if there are some bures in that area of the rail that may be making it tight. I noticed it won't fit on some out of spec, POS chinese rails, but on a KAC it should fit fine.

Like I said in the block 1/1.5/2 thread, this is 100 percent normal.
They are all super hard to mount/remove from super tight tolerance to the rail.
If your #17 wasn't super tight, is when you start to worry about it being a counterfeit.
