From what point do you measure barrel length?

A friend bought a 14.5" M&A kit and ordered the flash suppressor to make it legal. They ended up sending him a short FS (maybe an A2). He called about it and they said that you measure the barrel length from the end of the barrel extension. Is this correct?

If I recall correctly you measuer the length from the bolt face to the end of the muzzle attachment. That being the case a 14.5" bbl with an A2 flash hider wont make the cut. He has potential trouble.
