I'm not sure what you mean by an outer and an inner barrel nut, but don't use loctite on any of it. Use moly grease on the threads.

ETA - I'm guessing by "inner" you mean the threaded part of the upper receiver.

Sounds like a VTAC FF tube install.

I did my Krieger tube like this- I blue loctited the outer nut in it's proper orientation. Gas tube hole aligned with a piece of drill rod that fit through the nut and into the upper. Make sure the upper/lower hinge open properly. After a couple hours, insert the barrel and snug up the inner nut. Without the loctite I had trouble keeping the outer nut from turning and misaligning the gas tube holes. Use moly grease on the inner nut threads.

Use the lock tight on the first nut that goes on the receiver.  Don't use lock tight on the second nut.

I installed the first nut with red lock tight per the instructions and held in in place for a couple days with an AFG installed on the top rail of the receiver and the top rail of the VTAC.  In the pic below you can see the second nut is not part of the initial  install and is just sitting on the barrel.  The tube is temporarily attached to the VTAC's first nut while everything dries.  The tube had to be removed to finish the barrel install with the second nut (using moly grease just like a regular nut), then reinstalled using blue lock tight on the six screws.

BTW:  From what I've read and after doing it the lock tight is only to assist with keeping everything aligned during the install.  It's possible, but more difficult to do it without lock tight.

Here it is almost finished
