Is there a big difference in, Chrome moly, chrome lined and stainless barrels?
Is one better then another?
Do you get better accuracy out of a 20" barrel then a 16" barrel?
Who would be a good supplyer of a barrel ass. that won't break the bank

Chrome moly - standard barrel material
Chrome lined - a chrome moly barrel lined with hard chrome; prevents corrosion, eases cleaning, etc.  There is no reason not to get a chrome lined barrel over a chrome moly on an AR-15..."Go Chrome or Go Home"
Stainless - material used to make the most accurate AR barrels; may last not as long as chrome lined, although recent tests call that into question; more expensive; if you are making an AR as a long range/bench/accuracy gun, get stainless

A 20" barrel is not more accurate than a 16" barrel.  The one benefit to a 20" as far as "accuracy" is that at longer ranges, the bullet has more speed, and therefore resists wind better.  However, a short barrel is more rigid, so it's kind of a tossup if you're just shooting targets.

There are many, many suppliers of barrels.  Where you go depends on what you want and your goals for shooting it.
