Is it normal to have a build up of hard crap on bolt assembly just below where the gas rings are? I also noticed that the surface of it is a combination of smooth and not so smooth. Should I leave it or clean it off?

That's normal.  I always cleaned it off and never had any issues.  That was on my issued M16A2.  I use Slip 2000 EWL on my AR-15 and don't have that problem anymore.



EDIT:  The not-so-smooth parts will smooth out in time.  Or, you can take a bronze brush to it if you don't like it.  My M16A4 was basically brand new had was 100% rough.  Never had a problem with it and never cleaned it during the week of the rifle range qualification.

Buy a carbon removal tool like the CAT M4 tool from Brownell's.  There are several brands of tools on the market.  Brownell's sell the best of them.

You can also use a liquid carbon remover like Slip 2000 Carbon Killer, or a "lead-away" type cloth that will wipe carbon and leading off.
