Two questions:

1. Were the mags you tried USGI or other brand?
2. If you manually use the bolt catch, does the bolt stay open?

sounds like you have an out of spec/damaged bolt catch/release

The bolt holt-open is one of the faster wearing parts in an AR; especially if you just press the paddle while the bolt's retracted. I always like bringing my handle back to let the hold-open retract first (or to press it down)

I take it you didn't build your lower.. now's a good time to get acquainted; you'll really appreciate the understanding later.

Anyhow, replacing the BHO isn't expensive; grab it from Georgia Precision, and you can use their "light orders" shipping for really good savings.

Edit: So you can gauge wear, here's mine:

The bolt holdopen wears fast?  Gee, the piece on my 35 year old class 3d SP1 carbine is still doing fine. I'll keep an eye on it though

Guess I do need to watch out for the more recent units on the aftermarket lowers I've got (including the Bushie) I know the hold open that DPMS put on at the factory was totally out of spec, and I had to replace it out of the box, but I wouldn't have thought this would be a problem w/a Bushmaster unit.  Is it possible that the holdopen slot in the lower is gunked up w/ something?
That might put enough extra resistance into the operation of the unit to keep the mag follower from pushing it up.

On one of my lowers the bolt catch spring was so strong that the magazine spring was not strong enough to push up the bolt catch to catch the bolt. I had to take it out and cut it.
