Any tips to release it?  Tried lube and needlenose pliers, but it won't budge.

Pull the receiver extension and try again.

Could be something wedged in between the front portion that is under the extension.

It is well below the edge of the buffer tube (stuck nearly fully depressed) and I checked for obstructions (no metal, carbon or sludge build up, etc.).  I attempted to use needle nose pliers, but can't get a good purchase to break it loose.  It does not appear to be jarred/canted.  I know it is not necessary for the weapon to function, but I would like to fix it.  I want to avoid having to drill it out and replace it if possible.

Try pushing down on it first then up . You might have to get a set of vise grip needle nose pliers. twist left and right while pulling up.  when you get a replacement use wd40 or similar and work the new one in and out so it moves freely.
