I was looking at the different buffers on Bravo Company's website (H, H2, H3). What is the difference and how do you choose? Is it on a gun to gun basis or is there a trade off?

Normally how it goes for me is

Full auto carrier I use H buffer
Semi auto carrier H2 buffer.

If your gun runs now with a semi carrier and regular buffer then you may just want a H.

But if it runs good and ejects as it is just shoot it and no replacement is needed.

So yes it depends on the rifle and ammo used.

The difference is weight.  H is standard, H2 is a little heavier and so on.

Here's a chart to explain what weight is for various buffers.

The heavier the buffer, the more it slows down the BCG.

I use a RRA 9MM buffer in my carbine.  I made my choice for two reasons.
The recoil from the carbine was rather snappy.  The heavier buffer slowed down the cycling.  This has an added bonus of reducing felt recoil, and making the gun easier to shoot.  My carbine shoots pretty soft now.
The gun was throwing the brass into the next time zone.  The slower cycling form the heavy buffer makes the gun throw the brass closer to the gun, about 7-10 feet and in a nice small pile

The only downside I can see is if you go too heavy, the gun might not cycle properly.  As I said earlier, I run a 9MM buffer and a Youngs NM carrier(heavier than a standard carrier), and my carbine runs flawlessly.
Do you need a heavier buffer?  If you think your gun's recoil is too snappy and you want it to shoot a littler softer, give it a try.  $25 is cheap for a tryout.  If you don't care for it, you can always resell it on the EE.
I got my buffer through RRA.
