So I am building a dedicated .22 cal upper for my kids, so far I have the lower completed with the exception of a lighter trigger job.
The upper I have managed to get a few parts here and there as most of the funding is coming from their piggie bank.
I found a "F" stamped front sight base and a brand new barrel from spikes tactical, I will need the barrel nut and the handguard plate to complete the assembly, I understand that installing the front sight base requires a proffessional or at least a skilled individual. Can anyone give me recommendations, we really want this type of front sight and already have the part.
We are in Houston, so if you know of a qualified individual to do it on the cheap that would be great too.

Pinning it is going to run you about $90-100 by a professional.  A second option since it is a .22 for the kids is using a set screw, "F" marked FSB.  Tac Sol dedicated .22 uppers have a very similar (might be the same) FSB but only use one set screw.  This one has five.

How do you line it up? how does it stay on? do you have to drill the barrel? I am not sure how it works but it looks good.

I have one of the DEZ ones for sale right now in the EE - I decided to rebarrel instead of change the FSB on one of my carbines.  It's a decent casting, not F marked, and has one setscrew that comes up through the bottom and the four horizontal ones that squeeze the FSB in place.  No drilling needed.

What I would do, would be to slide it into poistion where it looks good and centered by eye, and snug the set screws in place.  Zero the rear sight for windage, then go shoot a few groups. (worry about elevation later)  If its off on windage, loosten the front sight set screws, and turn the sight on the barrel until its right on windage wise, tighten the 4 side screws.  Then run a drill bit into the hole from the bottom (small enough drill so you don't trash the threads in the sight), and dimple the barrel a few thousandths.  Then install and tighten the bottom set screw, and you've got a sight that you can return to zero everytime.

With a 22 you don't drill your barrel for a gas port, so you don't have to worry about that part.

The DEZ sight would work great with a National Match Float tube, like this one from Northern Competition.  You install your regular A2 handguards onto this tube.
