As of right now I have just a DPMS stripped lower.  And a RRA lpk coming in the mail.  I'm pretty sure what kind of furniture I am going to put on it, but what upper is really difficult for me to decide.  I am not sure the differences between a lot of the uppers I have seen on the different sites.  I know chrome lined is better and I know I want a flat top.  Do I have to spend over 600 dollars on a complete upper for a quality build?  And should I buy the stuff separate?  Thank you for any help!

Tell us more about your goals for this gun. Your intended use will help drive your purchases.

Chrome lined is not "better" for everything, for example. It is more abuse-resistant, but potentially less accurate.

If you want a long-range varminter or bench gun, you won't want a chrome-lined barrel.

Oh, and "Welcome to the forum!"

And as for whether you need to spend $600, the answer is no:

Well since I don't know a lot of the differences between uppers I don't know what to look for.  I plan on building a fun shooter for the range along with using it for defense situations (although I am a realist and won't probably use it for this.) and for classes/competitions.  I will not use it for long range use mainly because I have a 30.06 which I love that I will use if I care about shooting 100+ yds.  25-50 yds. and just having a blast will be primary use.
