Hi, I currently have a 20" stainless HB varmint upper from model1sales.  I want to rebuild with a 16" carbine barrel (originally built for a coyote gun, but I have lost access to a prime hunting area, plus I've just lost interest and its too heavy for an everyday shooter).  As I'm redoing this on an extremely tight budget, can someone recommend a good, lesser expensive barrel, with FS and gas tube already installed?  Also, are M4 style and carbine handguards the same, will either one work?  I'll probably have a gun shop install the barrel and do the head spacing.  Will I need anything else for the upper?

Or should I just try to sell the upper and buy a new one??  Any advice will be appreciated.

Not sure what you mean by "barrel with front sight and gas tube already installed".  You can't install the gas tube until after you've screwed in the barrel to the upper receiver and tightened the barrel nut.  

You can certainly buy a barrel with a FS installed, but not the gas tube.
Bushmaster has a 16" M4 barrel kit for around $235, including handguards, gas tube, FS already mounted, etc. I'm sure there are others out there that are cheaper.

Also, there's no real need to check head spacing.  It's set by the barrel manufacturer when they attach the barrel extension to the barrel.  If you don't trust the manufacturer, that's fine.  But the act of mounting a new barrel to an upper does not in itself require head space to be checked.

Buying a complete upper is a good option too. But you may not find exactly what you want. And it's not as much fun learning how it all works and building it.
