I currently have a Matrix Aerospace lower receiver with and ACE skeleton stock and a mil-spec lower parts kit (trigger will be upgraded). I want a 20 inch bull barrel rifle that I can take out to shoot coyotes and other small critters. I am looking for input on how to achieve this with relatively small expense >700 before glass and mount as I am a poor college student.I would like to be able easily shoot .5 MOA groups. I have been looking at a WOA varmint barrel but am open to a more affordable barrel. I am already pretty keen on the P223 4x12 with an m223 mount. I really like the MI SS g2 I have one on my carbine. I was wondering what the thoughts are the Leapers hand guard in the same style. I do not want to make this a tactical set up I just want to easily mount a bi-pod.  Thanks for the help

.5" accuracy and cheap really don't go together.  WOA barrels are great barrels and would be a good choice, but if you are going to get a good barrel you are going to need a good trigger to get the accuracy you are looking for.  So you have $500ish on a good trigger and barrel.  200 hundred dollars doesn't leave you much to do a whole hell of alot. So you have a BCG, upper, handguard, lower gasblock tube and all the crap you want to do with the lower for $200.  If you are willing to settle for 1-1.5" groups the cheap build is much more possible.

Also on the leapers.  The UTG Pro series is very good everything else they have is garbage.

I know that a new trigger will have to come in the future. 700 was just the budget for the upper alone.

Have you seem cmc triggers? They're a great family company out of Texas with a drop in 3.5 curved or flat trigger. http://www.cmctriggers.com
