I just changed my stock from a collapsable to an A2.  Is it ok to use the existing (shorter) CAR buffer from the collapsable stock with the longer rifle tube and spring, or do I have to go out and buy a rifle buffer?

They make a spacer to use the 9mm buffer (carbine length) with rifle stocks so I am willing to bet on: Needing a rifle length buffer.

Hopefully though someone with more knowledge in this subject will answer, but in the meantime I wouldn't run out and try it

Could he use the above mentioned spacer?

It might not be worth pursuing the spacer, though, as a quick look around shows rifle buffers aplenty at $14.95, $13.29 and $12.00.
