I have tried using the search for this topic, however the search tool on the site is not the best.  So if I am asking a questions that have been covered many times over, Sorry.
I'm looking into getting an AR to shoot service rifle matches, later maybe getting a diffrent upper to use for coyotes.  
Who makes the best rifle for a 1000-1300 dollar budget that would be accurate and meet the service rifle reqirements.
I have been looking at RRA.  How do they compare to Bushmaster and Armalite, who else makes one in this catagorey?  Would I be better off building one?  Lots of questions.  Your ideas would be appreciated

rock river is the best out of the three you mentioned.

The RRA has a good rep.  Their two stage trigger is good but can be touched up by WOA. Also, the rear sight might need some attention, too but I don't know much on how to tune them.

If you are just starting out, any of the "National Match" models from those three companies would outshoot you for quite some time. That being said, I have an Armalite that has performed well for me (with a RR WOA-tuned trigger) and would recommend it. I also have heard good things about Rock River NM models. Basically, I wouldn't delay starting competitions while you wait for one particular brand to become available, since I know they aren't all always easy to find. Make sure you get yourself a nice sling and a really nice shooting coat. They make a huge difference.

If you want a CMP rifle then you need to buy it from someone that specializes in making those rifles. I would recommend White Oak Precision or Compass Lake Engineering.

RRA NM A2 from ADCO use to be $1004.00 shipped.  It is plenty good out of the box.  I have seen dozens at matches and all were flawless.  The NM A4 does have the detach carry handle with NM sights and would be a done deal as far as having a coyote getter by mounting a scope but the opening through the carry handle is awfully narrow to get your fingers through to release the bolt; of course you could do as I do and bang the bolt release with my palm or fist going over the top, when all slung up in position.

Alot of folks arround here have WOA and Compass Lake for the DCM matches. I built my own on a RRA lower and the upper sports a RRA freefloat tube and a Kreiger barrel. The rear sight in a national match with a modification I did that keeps it from twisting. Have heard great things about  RRA NM rifles though. I just have not run into anyone with one pesonally.

You could do a lot worse than:

1.  Building or buying your own lower, using the RRA NM trigger;

2.  Buying an RRA NM upper (A2 or A4, your choice).

Check with Legal Transfers in the EE for pricing, as well as ADCO.

The front hand guard is actually a free float tube with the standard A2 looking hand guards on it.
