No, they aren't the same.

Pretty much any non stainless steel (SS) barrel is made of "chrome moly".  That's a fairly generic term for a family of steel that's alloyed (mixed) with, you guessed it, chromium and molybdenum (sp), along with a whole bunch of other stuff.

A "chrome lined" barrel is generally a "chrome moly" barrel that has been essentially plated on the inside (be assured, it's not the same process as the chrome that's peeling off your bumper right now).  The chrome is very hard and wear resistant, and nearly corrision proof, as well as being a bit slicker.

By nearly all accounts, a chrome lined barrel will last longer, and perhaps function better (especially when subjected to wet or nasty conditions for an extended period).  The trade off is that the accuracy potential is a bit less (variations in plating can adversly affect accruacy).  For the most part however, unless you're planning on building a real tack driver (where 2 MOA groups are a big let down), a chrome lined barrel will generally serve you better.  Hope this helps

Then you want a custom march stainless barrel.  You will not notice a difference in generic milspec type barrels whether plated or not.

Is there something special about barrels made in March?

Sorry, couldn't help it.  Cheers,
