What is the cleanest practice ammo for the lowest price?

What makes some ammo dirtier than others?

Is there anything better than WinClean for the price?

I don't really mind shooting dirty ammo, but I ask on behalf of my mother-in-law.

Actually I was asking about handgun ammo, but didn't know if I should ask here in Ammunition or in Handguns.

the cleanest practice ammo(9mm for me) ive used is WWB. but there is a cheaper brass brand caled Blazer Brass. hadnt had a chance to shoot it, but its cheaper.

.45ACP Blazer brass is great... haven't tried 9mm.

the price between the major brands are pretty close.  For 9mm non +p WWB at wally world is the way to go in 100rd value packs.  You can get Remington UMC +p 9mm in FMJ reasonably if your handgun requires you run it(some guns like CZ's or Kahr's tend to prefer +P to cycle properly).
