Am I correct in believing that the BATF doesn't consider complete AR Uppers to be firearms?

I also need help choosing an upper. I have decieded on the brand RRA. This will be my first AR.  Not sure if I should get a flat top or an A2 style.  This gun will probably end up being a range queen with maybe an occasional varmit hunt.  Also need help in the barrel twist and length.  Along with the chamber Wylde or not?  Any tips or advice would be greatly appreciated.

Complete upper is just parts.  The lower is the "firearm" to BATF.

Go with a flat-top.  Especially since you'll probably want to install a scope for those varmint hunts.

Barrel twist is 1/9" for all RRA except the SS barrels that are 1/8" twist.  1/9 will work with anything under 69gr, 1/8 up to at least 77gr, maybe higher.  AFAIK all 20" RRAs are .223 Wylde chamber and all 16" RRAs are 5.56/M16 chamber.  Either is fine for all ammo.  [url]www.ammo-oracle.com[/url] has everything you ever wanted to know about both, and then some.

My personal favorite is the 16" with mid-length handguards, but there are advantages to the regular CAR handguards on a 16" or to a 20" barrel depending on what you're going to do.  In your case whatever you like best is probably OK, but the typical "varmint" hunt favors 20" barrels and free-floated handguards.
