I have a 14.5" upper with FSB. I'd like to install the 12" DD RIS II rail. If I shave down the FSB while it's mounted to the barrel, does the fsb need to be removed to install the rail?

The FSB will need to be removed when you are installed the lockup plate and the barrel nut.

...And to remove the FSB you will need to remove the muzzle device.
