When you say bolt, do you mean bolt and carrier?

If both, then pull the bolt off the carrier to start with, and confirm that that the gas tube is aligned with the new carrier key by just  installing the carrier with key into the upper receiver.

As for carrier, double check to make sure that you don't have a leak between the key to carrier (hold the bolt in, put CLP around the base of the Key to top of carrier, and pressurize the key to about 100lbs of air and check for leaks).

As for the Mcfarland singe gas ring, just how tight is it in the carrier on the bolt?   The correct test, is to pull the bolt upwards and it should stay up, and if you turn the bolt downward and place it and the carrier on a table, the weight of the carrier should push the bolt back in the carrier.

Myself, just use the flick test like when you are kicking the bolt outward via flicking the carrier to put the B/C in the upper, and although is should take a good flick to get the bolt outwards, the gas rings should not be binding the bolt in the carrier that the bolt can not be flicked out.

Watch the B/C hand  flick at 45 seconds to get the bolt outwards,

Did it run, or did it not? "Believed" is not something you can, or should work from.
I am a mech and cannot count the number of times I have fkd myself by using info that somebody else "believed".

I'd say start with the basics, and work your way up until you find it.
