Seems you can't buy a dedicated .22LR upper under 300$... would it be possible to build one?

Yes.

Buy a bolt and barrel from CMMG. Then build the upper just like any other upper.

It will be more than $300 most likely, but will have all the features you want.

I would estimate that my upper has about $2000 in it.
