I can't get the bottom two screws in.  What the hell is going on?!

They go in from the other side.

The screw goes in from the rail side. The other 4 screws that are closer to the top rail go in from the receiver side. In other words, the head of the screw is on the rail side and you will be screwing it in towards the receiver.
