Both rifles are 556 NATO

First  has a 14.5" barrel (with 1.5" muzzle break for legality.)
Second  has a 16" heavy, fluted barrel.

What MOA can I expect from both @ 100yd & 400yd, with match ammo?

0.5-1 MOA if you do your job. 1 MOA is still 1 MOA whether 100 yards or 400.

I think you were only referring to the 16" heavy. What about the 14.5" standard?

Nice thread. I see he's averaging about 1" with 16" barrels.

Those noveski barrels are threaded, though. I want a 16", as accurate, without threads / muzzle break.
Do you have any suggestions?

It depends on the individual barrel & ammo quality.

It also depends on how well you can shoot given the specific conditions you are shooting in.

16" Douglas SS Hbar/1-8 from Frank White at Compass Lake. Free Floated Barrel...RRA/Holliger Tuned 2 stage trigger, J-P Adjustable Gas Block, Harris BiPod.

1 MOA or better with my handloads.
Usually sub-moa at 100 yards.

The key is ammo/hand-tuned loads and how you handle recoil on a shorty.

Too vague; are you talking with optics, or iron sights? Are you talking benchrest, or standing, or prone on the floor? For standing, with standard iron sights, you will get 2-5 MOA. With optics, you can get between 1-3 MOA standing. With good peep sights, it can be cut down to 1-2 MOA if you practice a lot. On the bench, or prone on the ground with a rest, you should see 1-3 MOA with iron, and .75-2 with optics.
There are a lot of little things that affect your shooting, so it's only an estimate. But be certain that if you walk up to a range and pull off 2MOA standing with iron sights on a busy day???? The shooters are gonna notice!

Not necessarily true.  If your gun shoots 1 MOA at 100, I would not expect it to maintain 1 MOA out to 400.  As the range increases, minor imperfections in stabilization, variances in muzzle velocity, non-concentric  bullets etc... cause more and more inherent inaccuracy.

That said, the OP's question is too vague. So many variables.  I'd guess somewhere between 1 and 2 MOA at 100, 1.5-4 MOA at 400.

I am speaking of the rifle's capability, with myself removed.

I am speaking with hand loads that match my rifle, and the rifle on a bench.

For a standard, rack grade M4 type 14.5", the mil spec is ~4 MOA.

Is it possible to free float if using the Magpul MOE handguard?

Drshame, how much does that barrel cost? As best i can tell from their site, it's around $400 for blued?
