I carry an AR for work and am in the process of trying to build my own. I want to build one with a 11.5" barrel. Is there a way of purchasing a lower through an FFL3 or do I have to buy a complete rifle. Also does anyone know of a FFL3 in Vermont.

Just buy your parts(guess you could assemble all except installing barrel) fill out your paperwork(form4 i think, prints ect..) send in your $200 and wait for approval.

I also emailed ATF with the same question. So here is the answer from them. Once I own the lower reciever I will fill out a FORM 1 front and back, include $200, photo, prints and wait for my approval. Then I can put on the shorter barrel. This will save me going through a FFL3 and having to pay the extra money for transfering it. I can now purchase my lower through my dealer and later apply to modify my rifle. Hope this helps someone else trying to do the same thing.
