DO YOU HAVE TO DO AN FFL TRANSFER FOR A STRIPPED LOWER OR CAN THEY JUST BE SHIPPED PTP

Only if the stripped lower is in state. Then you can have the person ship it right to you.....at least that is the way it is in Ohio.

If it is a dealer you will most likely have to have it transferred to you FFL and then fill out the 4473 form.

The stripped receiver is considered a firearm.  Check with your state laws to see if you can do a person to person in state.  It can absolutely not be transferred from one state to another without an FFL.

You may ship it direct to an FFL.  Some FFLs however refuse to do this and only accept a firearm from another FFL.

Ok thanks for the input I'm planning get an ar and am trying to decide between building it or buying a factory model.

Depending on what parts you use you can save money building it yourself.  You get everything you want, and you will learn more about your rifle.

When I say depending on what parts, I mean it seems about the same to buy a colt as it is to buy parts and build it up.

If you buy other manufacturers brands (Mega is really nice) you can save money and FET is not built into the price as it is with manufactured firearms.  FET is not due on personally build firearms.  That saves you 11 percent right off the bat.  Companies like DPMS and others sell complete parts to build your rifle.  You can build a pretty nice piece for under 600 clams.
