I'm a rookie to the ar15 and I've decided it's time to build my own.  I'm a little confused about ordering the a stripped lower from the internet.  How do I initiate this procesS? I am in Washington state if that matters at all.

YOu need to find a FFL holder that will do the transfer for you.  Get them to send a copy of their FFL to the dealer that you are purchasing the lower from.  Upon receipt of payment for the lower, the dealer will then snd the lower to the FFL.  You then fill out all the paperwork, pay the FFL holder for the transfer, and after clearing the NICS check, you may pick the lower up.

As the lower IS the registered part of the AR-15 rifle, ya need to take a trip down to your local gun-shop, (un-less you have a friend who holds a FFL dealers license), and agree on a transfer fee, (normally $15-$25). You'll need a signed copy of his license, which you send to the person/company you intend to buy the upper from, they inturn, after receipt of the signed copy of FFL license, will ship your lower to the gun-shop or bud. This person, being a FFL dealer places receiver on his books and transfers ownership to you after a NICS check, (which approves your ability to own a firearm) and filling out a standard 4473 form.

You then are free to begin building your new AR.

BTW - in some states, (not sure about WA) a holder of a CHL/CCW permit is exempt from NICS check.
