Ok, I've never done a transfer using an FFL so excuse the newb question.  Do all FFL's run background checks?  Say I get an FFL to receive a rifle from the internet... do I just hand him his fee and be off, or does he need personal info to run a backgroun check.

Yes, the ffl must by law do a background check as required for any other sale by federal or state law.

They do if they don't want to have their FFL taken away and take the mandatory vacation in Club Fed...

An FFL will need a photo ID.  You fill out a 4473, and he will call the for the NICS check.  Once that comes back clear, you pay your fee and are on your way.

If your state issues a pistol purchase permit card the background check is done then and is good to go for how ever long the permit is valid.

Nebraska that is 3 yrs and no NICS check is done if the buyer has a valid pistol purchase card.

Your laws in TX may vary. Ask your local gun shop.

Either way your personal info as you call it will go on the fomr 4473 into the dealer's records, the NICS check if done will ask your name, place of birth, weight, heighth, sex, eye color, hair color, age, state of residence, optional Social Security number.

I heard that (note, I HEARD) in AK if we have a CCP then NICS checks aren't required...

I might have a hard time beleiving that. Here in Az if you have your CCW you can skip the form 4473, and they  just call in with your CCW number. Its alot faster this way. Maybe this is what you heard.

That's the way they do it here in CT.  You're CCW waives the state waiting period for long guns, but they still require a transfer number which is issued by the Department of Public Safety.  When you get your CCW, DPS does an extensive state and federal background check.  I suspect they probably just run NICS checks from the date the CCW was issued.  Then again, that's here in CT and does dramine no good in TX.

[?] You should still have to fill out a 4473, I can't figure a way around that-but a pistol permit in NY obviates the need for the background check (though Galyans did it to me anyway last month-damn I hate myself for buying guns there!).

No NICS check in WY with a CCW permit.  It's saved me $60 just this year on NICS checks.

In IA, you buy an annual permit to purchase a handgun and they do the NICS the one time. You also have a three day waiting period (you can still buy a long gun but have to wait on the NICS check done by the dealer).  The 4473 is still filled out regardless.

Thanks for the info.  I am used to buying guns at the Gun Show so I wasn't sure of the FFL rules.  I guess they call it the gun show loophole for a reason :)

It really depends on the State you're in.  In Michigan I don't think the NICS check is required if you have a CCW permit.  I've bought two handguns from dealers with out the call being made.

However, when I bought my AR lower, the dealer made the call.  It seems like the dealers around here do what they "think" they are supposed to.  

Do some of you have to pay an extra fee to your ffl dealers for the NICS check?  That blows!  I'd be looking for someone else to do transfers.

There is no charge for the federal NICS check, There are some states which require a fee to do this.

WY is friendly so I would doubt they do this, but that they would have the federal check done.
