Does anyone know anything about upper receivers manufactured by FN? I read that these are being made at the same plant where the M249 S.A.W. is manufactured. Does FN have the current M16/M4 contract for the military? I would like a 16" M4 barrel profile flattop upper to go on my pre-ban AR15A2 Gov't Carbine. A guy at a gunshow a few months ago was selling complete FN uppers for $425.

FN is the primary contractor for the M16A4.  Colt produces the M4 and is a secondary contractor for the M16.  FN manufactures its uppers in SC at the same factory as the SAW and does not sell anything on the civilian market.   If the dealer is telling you the upper receiver was made by FN, then he's probably lying.

Are FN parts prohibited parts?

Not prohibited for you to own.  Prohibited for FN to sell to anyone but the government.  It seems that there are some genuine FN barrels out there on the civilian market, and maybe a few genuine FN uppers.  The best I can figure, these may have been sold off by the military disposal officers at one or another units, after being declared "surplus" to the organizations needs.  That would be legal, but any supplier who advertises that they have an ongoing supply of genuine FN parts; barrels, uppers, or whatever, is almost certainly lying.
