I already tried the search and couldn't, get anything.  I purchased some Federal Lake City M855 2013 NATO stamp ammo and I wanted to find out what the deal is with this ammy. Is it made at the LC Army Ammunition Plant by Federal contractor or is Federal located in LC and it has nothing to do with the Ammunition Plant ???  ( it had Federal Eagle sticker on the box )

I purchased the stuff from www.targetsportsusa.com.   It comes loose and its not very clean stuff and the head stamp looks terrible, has lots of strange marks on the head stamp.

Lake City is the gov't owned plant. Contracts are awarded periodically to run the place. Currently that's Federal. Winchester has also run the place in the past. That's the extent of my knowledge, I'm sure another member with better info will post it.

Those little round marks on the HS are used to indicate which line that lot was run on.

It's good ammo, shoot it!

It's made at the lake city AAP by ATK. ATK is the parent company of federal.

When the machines Arn't busy making ammo for the DoD they make ammo for the civilian market.  

It's a common myth that its rejects off the mil ammo. This is untrue. A Clinton era executive order banned surplusing ammo in whole form. DoD employees run the QA/QC portion of the line when ATK makes ammo for the DoD.  This means its essentially gov property at that point and if its rejected it gets pulled down and sold as components. I've seen pics of gaylords full of millions of rounds ready to get pulled down. The primed cases, bullets, and powder are sold to remanufacturers. It's why you sometimes get xm193 with the NATO cross (hint: its not a NATO round) its why sometimes you get ring crimp and the 4 stab kind. What ever the line was set up to run last is what gets run for the civilian market.

My inlaws live 3 miles as the crow flies from lake cities bad door. I used to hear them doing test runs. now i dont notice it as ive become accustomed to rips of 20mm somehow. One of my wife's brides maids worked the 7.62 line. A lake city electriction and a dock-man were at my wedding.

As mentioned the dots are for internal record keeping. It's essentially a lot stamp on each round.

The "dots" are from what is called the "octal numbering system". This system is used to identify which station on a rotary case forming press a particular case was made on. It has nothing to do with lot numbers or the like. It is an internal system used to identify where a case was made so if there were quality issues they could be more easily identified and located.
