I had to do some dremel work on an upper reciever that was a little to tight for my liking.  Anyways I took off some of the nice black finish and went down to bare metal.  What can I use to touch up the bare metal and get it back to black?  Is there like an anodizing pen around? Similar to a touch up blueing pen or is that a pipe dream.

No such thing as an anodizing pen.  Your best bet would be Birchwood Casey Aluminum Black.  It might turn the aluminum black, but it will not protect the soft aluminum, like the original anodizing would have.

I would not get that upset about it.  Touch up with the Birchwood Casey Aluminum Black.  If the spot still looks light, use a little flat black model paint, and dip the brush, dab on a pc of cardboard to sort of dry the brush, and "dry brush" a little flat black on the spot.  Of couse, it must be degreased well.  Let dry and it will not show.
