Where should i start? Whats a good brand lower? any help im new to this whole thing just joined the fourm today.

Spikes has one of the best deals on their so called blemished stripped lowers. They seem to be very nice. Aero Precision has some very good stripped lowers at surplusammo.com.
There are others out there at a little bit more and some a little less in price. If you want a name brand lower, you will pay a little, to alot more. Go to the Industry forum and just start shopping for lowers.

for a striped lower dose it matter much? or is it more the parts you put in it?

All AR15 parts are interchangeable because they are all built to mil-spec (or supposed to be).  Some fit and finishes are better than others and the adage "you get what you pay for" applies.  If you really research AR15.com thoroughly you will find preferred product and stay away from product and EVERYBODY has an opinion here!!!  

IMO: Mega Machine makes great looking lowers and uppers for the money.  Rock River makes great lower parts kits for the money.  Bravo Co makes great Bolt Carrier Groups for the money.  Magpul makes great everything for the money.

Research, research and then research some more.  Have fun and ask lots of questions.

EVERYTHING can be shipped to your home or where you'd like.  EXCEPT the LOWER...must be shipped to a FFL dealer

I have used Spikes Tactical and will again. I also have Essential Arms, Superior Arms, DPMS, CMMG and Hughes Precision lowers. The only minor differences is in the internal configuration and magwell diminsions. My Spikes Tactical, Essential Arms and DPMS lowers will accept a "drop in auto sear", whereas my Superior Arms, Cmmg and Hughes Precision lower will not. Otherwise there's not much difference between them other than the logo.

Do you ever attend gun shows? Some times you can pick up a used lower from a non-FFL table holder.

California Penal Code Section 12276.1

(a) Notwithstanding Section 12276, "assault weapon" shall also mean any of the following:
(1) a semiautomatic, centerfire rifle that has the capacity to accept a detachable magazine and any one of the following:
(a) pistol grip that protrudes conspicuously beneath the action of the weapon.
(b) thumbhole stock.
(c) folding or telescoping stock
(d) grenade launcher or flare launcher.
(e) flash suppressor.
(f) forward pistol grip.

5469 (a) "detachable magazine" means any ammunition feeding device that can be removed readily from the firearm with neither disassembly of the firearm action nor use of a tool being required. A bullet or ammunition cartridge is considered a tool.

You don't need a ffl holder to order a lower receiver for you.You can order it yourself and have it shipped to an ffl holder that you have chosen to do the transfer with.

Is it true that you can use 22 rounds in your gun. if so can you swich back to a bigger round rather easy?

Yes you can shoot 22.  You have to buy a different BCG and new magazines but it is easy.  If you want to switch back you put the old BCG back and use the .223 magazines.  To your earlier post.  You can order your own stuff and have it sent to an ffl.  Just find one that will do the trasner for $25 before you have it sent to them.  You only have to do this for the lower reciever.  Everything else, including the lower parts kit that you mentioned can be shipped to your door.

theres a shop close that has ar lowers they dont cary the spikes thou but they have some other brans. I might just do that. he said it would be cheaper.
