I am new to the AR world and want to do some upgrades to my Rock River.  What are the pros and cons to a floating forend vs. a fixed forend with the delta ring???

There is not much difference.With the barrel floating you will get better accuracy because there is no vibration against the handguard.Unless you are wanting to be very accurate on a paper target it doesn't matter much.On the other hand,giving an ar all you can doesn't hurt anything.

Free floating forearms allow you to mount accessories that need to hold a zero.

Free floating does add accuracy but at the ranges most people shoot their AR's (not all) close range 100m and closer.  When you are pushing your AR beyond that out to 400m to 600m then the free floating will have more effect.  We shot 500 to qualify in in the Corp our rifles were not free floated.  If you can afford it I say go for it but if you are trying to save money then get 2 piece handguards.

I have built AR's with and without them but I have not seen enough difference for a rifle that shoots under 100m to justify free float tubes for myself.  If I am going to build a long range AR for sure I will have free float tubes.  This is really just a matter of preference IMO unless you are doing longer range shooting then I see a need.

The "pro" of a FF fore end may not help everyone, but there are no cons to mounting one, except for the cost.
