A couple days ago my parents brought me my rifle down to me in South Carolina. I'm in the Navy attending school here. Originally I'm from Idaho, which has a climate of relatively low humidity (less than 10% typically). Is it possible for slight flash rusting to occur on the steel parts of the rifle from a mere change in humidity? I wiped it off with some Hoppes solvent, the spots came off easily enough, so I put a decent layer of gun oil down on all the pieces affected by it to hopefully stave off anything else like it.

Yes.
If the metal doesn't have a protective coat of a rust preventing lube, like CLP Breakfree on it, humid conditions WILL cause the metal to rust, and in humid conditions it can rust literally in a matter of hours.
