Okay, so say I have a 14.5" barrel + permanent Vortex installed and a Larue low profile gas block installed as well. Would I be able to install a Daniel Defense M4 12.0 rail over it without disassembling the barrel. Barrel is not installed on the upper. Thanksin advance.

Nope.  You have to take the barrel nut off.  It's not coming off unless that gas block does, and it's not coming off unless the pinned flash suppressor does.

You can use a Midwest Industries 2-piece free float.  All it requires is taking off the delta ring assembly, and if you already have the barrel off, that's a snap (ring).    It uses the existing barrel nut and clamps down over it tightly and clamps together at the other end with a U-shaped bracket.  I have the carbine-length one on my carbine w/14.5" M4 barrel w/pinned Phantom, and I really like it.

That is the same set up I am going for, but like engineer2001 advised, I am going with the Midwest Industries rails...less expensive for the same length.
