I see a lot of rifles with scopes and front sights.  Does this interfere with the sight picture while looking throught the scope?  Also, why have BUIS is you have a scope on your rifle?  Thanks

No & it's nice to have a buis when your optic goes down.

So long as the scope is 2 1/2 power or higher, you won't see the front sight when using it.

Since it's possible for any optical sight to get whacked off POI or flat out broken in the field, a lot of people keep a back up iron sight on the rifle.  I personally don't, but I do have a back up in my pocket. Haven't had to use it yet, and hope I won't.

With higher power scopes, the front sight is blurred enough you don't see it. Usually at least one of the back up sights folds down out of the way.

If I went with a flat top upper, I would have to buy the rear BUIS, correct?

Correct.  Or a carry handle or an optic of some sort.

I just don't know what to do.  Do I go with a BUIS and a scope, or no BUIS and a scope?  I want the gun to shoot at the range with and have fun.  It will have a 16" barrel.  I don't plan on it being a sniper rifle.  That will be the next build.  Or do I go with a holo sigth and have the BUIS?  Man the planning of a rifle is tough.  Can you get 1" groups with a holo sight at 100 yards?

You will see it if you focus on the FSB. If you focus where you should be it will be a blur. Out of sight out of mind.

With a magnified optic all you will see is a shadow like blur if you look for it.

If a front sight in your view is something that's going to bother you, you can order weapons from most manufactures with a milled gas block (or retrofit them late) which is a gas block that has no sight on it.  Then you can order clamp on flip up front sights that work very well.  Looks like this.  Then you couls use an A3 carry handle w/ sight or some other BUIS.
