It's a PSA barrel. Pins came right out no problem. Does the gas tube need to be unpinned as well? or can I slide it off still connected to the front sight? I tapped it some with a plastic mallet. It hasn't budged and seems rather stuck. Figured i'd stop and ask questions before I got too carried away.

Yes, you can take out the gas tube and gas block (FSB) as an assembly.
If you don't have to remove it, it is easier this way because the tubes tend to get carbon locked to the GB.

It's a new upper. I'm installing a free float handguard. Should the front sight be stuck on the barrel after the pins are removed? How much force is taken to get this thing to move?

It will vary, depending on the clearance between the journal and GB.
Try some heat on the GB along with some tapping using a block of wood and hammer.
Tap in different spots.

If it is stubborn, you might want to take out the gas tube which will clear out more area for your wood block.
