What method of securing the gas block will be used?  Clamp type w/screws, set screw type, or set pin type?  I'm assuming it's going to be a clamp type or set screw type.  If so you can take the flat side of a level and, if your ff top rail is properly alligned with the upper receiver, angle the level so that it rests on the top rail of the handguard and on the top rail of the gas block, allign the gas block and then tighten.  If at first you don't succeed, try again.  This is the way I do it and it works fine for me.

EDIT:  You don't have to use a level.  The idea is to use something that perfectly flat and long enough to rest between the front edge of the handguard and the front edge of the gas block at the same time.

I would not advise a 4 rail gas block. They are just heavy gimmicks.
First what do you want to accomplish? Is it a free float 4 rail tube that you want to install, or a round free float tube with no rails? What kind of barrel (type and length)?
How about optics? What is your plan in this regard? Basically what are you building…?
Spr, carbine, long range tack driver..? Fill in some of the blanks and ill try to help.

Here's something I just put together. Anything other than a single sight rail on a gas block is a waste. The less force yanking the front sight around the better.

I align a barrel mounted flip-up sight just like this before I clamp them tight:

The rod fits in a removable carry handle or on an A1/A2 receiver.
Then I rotate the sight to mechanical center and lock it into place.

Where did you get the alignment rod?

I made it myself, but they are commercially available as well.
It's just a piece of 1/2" diameter ground rod with a point on one end.
