First , I hope this in the correct forum .
The weapon is a colt CRP 18 / H buffer  . Does the adjustment of the gas block have any bearing on where the weapon throws the ejected brass ? Does it even matter ? Mine's throwing it at the 4 o'clock position . I've read that 3 is the desired position . Thank You ,and Sorry if this has been covered before .

Sure, go ahead and adjust the gas block, can't hurt anything, you can always open it back up if you close it too much.
Go watch a YouTube video on the process, I don't feel like typing it out.

1. Yes, this is the correct place.
2. Yes, it certainly does.
3. Yes, sometimes id does, where the rifle throws the brass can an indication of a problem.
4. 4 o'clock is fine.  It makes you more friends on the firing line (it's better to throw the brass behind the guy/gal next to you than at his/her head.) It ensures to have enough gas when things get dirty or really cold.  

Remember, many problems are caused by people attempting to fix other problems that didn't exist in the first place.
