I'm getting ready to do two things, assemble my own upper, and strip one down to paint it. I have done the typical LPK in lowers, but this is new. I have an action block and armorer's wrench on the way, but I was looking at brownells and saw that they used an insert inside the upper receiver as well. Will this be necessary to do what I want to do, or just an extra bit of help?

If you ordered a brownell's upper receiver action block, the insert should come with it.

I didn't order from brownells, purchased the action block and wrench on another forum.

bump

EDIT: Basically, does anyone assemble uppers without an insert?

Yes.  I use the upper block that clamps around the upper and do not have,  nor use any insert.  I bought this from Bushmaster, it did not come with an insert. Build about a dozen AR's with it, no problems.

A 1" dowel will work.  It is slightly big, so it needs just a little sanding and a cut out so the ejection port door will close.

ETA:  I agree with Danner130, though.  It's not needed in most cases because the clam shell will prevent too much force.  The Brownell's one I have is loose and by the time it works it would be too late.
